if you choose angular, you will need typescript language (developed by micro$oft).
as I know, jetbrains now offers webstorm for free for non-commercial use.
few years ago we used these things and tools at the university.
note: angular is a heavy-weight framework.... and it should be used to both frontend and backend....

if you choose react, you can use it with nextjs, nuxtjs, and so on. its lighter weight and can make nicer websites.
and of course, you can use it with Laravel as well.
