Why do we not write slashes right before the closing[ > ] of some self closing tags?

Jadi knp kita menulis double slashes dan seterusnya jika yg itu tidak keluar di output? Dan apa fungsi dari baris DOUBLE SLASH?

How does the compiler ignores the comments by the two slashes even in comments there is no semicolons that terminates the lines?
