I would say the laptop you already own if you are a beginner. Suppose you are planning to make 3D games, by the time you master the skills the hardware would be outdated. And most likely you will want a newer one. If you don't have one, for learning purpose, a used laptop is not a bad idea.

I'll say, start with whatever you have, get the basics done save money till then and buy the most powerful and expensive one you can afford so that ot won't give performance issues when you need performance the most. (just make sure you don't go too much outta budget lol) I would prefer something with a HX variant processor with 8 physical cores min(note that I said physical cores not virtual ones. and a turbo boost above 3GHz atleast(4+ghz turbo boost clock speed is common nowadays so a processor with turbo boost freq below 3GHz doesn't make sense now.). The system settings always shows you virtual cores, physical cores are half the amount of virtual cores). and some powerful GPU, Higher the Vram and speed Bandwidth the better. Eg 160gbps(RTX 3050 with 8gb vram). and make sure you get atleast a full hd display(1920x1080p) so that it won't strain your eyes too easily.
